Department of Education Macbook pro clean OS

is it possible to install a clean OS X on DoE macbook pro and get rid of the restrictions?
I know it may be illegal in US, but somehow this one got out of US and there is no way to return it, so why not just use it
is installing a new OS just like any normal macbook, or there are complications?
