Desktop Backround Only Showing Blue Screen

Why is my Desktop Background only showing a blue screen? I would like it to show a photo. I have tried changing the background to several photos, but it stays as a blue screen. When I go in to System Preferences, it shows the picture I selected is currently the background, but it isn't showing in the background like it says.

How can I fix this?
