I have MS Word for my mac but it is not cutting it for desktop publishing. Can anyone suggest a program that may be less costly than Adobe Pagemaker?

Pagemaker is long gone. If you want something light, and not in the Quark/InDesign cost bracket, buy the new iWork suite with Pages.

Depends on what your needs are. TextEdit, OpenOffice etc are not suitable.
 
Pages is an excellent value Desktop publishing programme and is underrated in that regard as many see it as competition for Word. Add to that package Keynote and you have yourself a good deal.

Doesn't matter if the OP has word or not; the OP must have Expressions Media, which is the "top-of-the-line" Special Media Edition:
