iOS Developer question

I have a developer account with Apple but I have not paid the 99.00 yet.

Under these circumstances can I download and use the 4.2 beta that is out now?

I'm new to this stuff, please don't flame me.

No, I don't think so. If you log into the developer portal can you see the beta tab?
