Developer Question

I have already registered with Apple to be a Developer but I haven't paid the 99.00 yet.

Is it possible to download and test the 4.2 beta without paying or is it a requirement?

I'm new to this, please don't flame me.

You can only access iOS betas if you pay the membership fee.
