sorry if this has been asked before ...

but if i register as a developer do i have to pay for the final release of osx lion?

As a Mac Developer, you'll always have access to the latest, retail version of OS X (in this case Lion) once it has been released!

Yes, you do. You get all DP and the GM copy of Lion for free to test, but you still have to pay $29.99 like the rest of us to get Lion.
 
The GM release available to developers is the Final Release. However if you are not going to develop, then you are better off waiting till the actual release.

Slightly incorrect - if you are a certified MAc Developer, you can download a copy of Snow Leopard for free, as you can with Leopard, etc. This is not going to change for Lion!

You dont have to pay 29.99 for it (if you have a Mac Developer account in good standing)
