I am planning to restore my 5S as new through iTunes some time next week. I want to keep 8.4.1 instead of upgrading to iOS 9. Will the restore process allow me to keep 8.4.1? Or is it not possible to perform a restore without updating to the latest iOS?

Once 9.0 is released, putting a phone into DFU mode will force iTunes to look for the latest software and install it.
