If I raise the numbers will I get better result? What is the best numbers for those FPS based on my specs. Any help or suggestions will be greatly appreciated. Thank you.

Just keep them at the default. Foreground is the max FPS in-game; you'll never hit it. The background is the mac FPS when you are tabbed out of the game, which will prevent slowdowns when you're doing something else but leaving the game running.
