iPhone 14 Pro Dialing 911 with dual sim

Is it normal when you have to dial 911 that it disables the second esim even when you hang up the phone and you must turn on and off airplane mode to re enable it?

Happened to me tonight and no I don’t want to test it.

Never tried it but I would assume this is normal and a safety feature. To my limited knowledge emergency services are taught to call back numbers if disconnected or there’s be an attempt to contact 911. Thus disabling one of your sims allows them to do this and have the recorded audio on file.
