Dialog when opening every app

My Bro upgraded from HS to Mojave, and now every time he opens an app he get the below dialog.

The name of the app is obviously different per app, but the com.apple.fonts.app bit is consistent. Anyone able to offer a solution? I've been on the Mojave Beta so I didn't get this when I installed the GM, and can't recall ever seeing it before.
