I currently have a mid-2010 MBP with Snow Leopard. It's working fine so I don't think I'm going to upgrade to Mountain Lion in the near future. I am however interested in the Dictation app that comes with Mountain Lion. Is there a way to purchase just this app? Or does it need Mountain Lion to work?

Are there any other (free?) dictation apps out there that you recommend?

I am not aware of any free dictation apps. You can't get the Mountain Lion one without installing Mountain Lion. For the $20 ML costs, that is probably your best route.
 
The Dictation service in ML works well, but it is not a full blown dictation app, it can only handle speech up to around 30 seconds or so at a time. Handy for short emails and such, but not suitable for a long word/pages document.
