I have had a chance to use dictation on the new iPad and I simply love it. It is incredibly responsive and accurate. I also have the iPhone 4S and I love Siri and I use it almost daily, and dictation is very good on the 4S as well. While I haven't had a chance to do a side by side comparison, the dictation on the iPad seems to be much faster and more accurate than on the iPhone 4S. Both are used on the same Wifi network.

I don't have an iPhone 4S, but on the new iPad it is definitely very accurate.
 
I also noticed this immediately the first time I used dictation on the iPad. Works better than my 4s.
 
I find it to be much improved on the iPad. I have the Daedalus app for when I need to do a little word processing, having the voice recognition integrated into it now is absolutely excellent.
 
Ipad 3's dictation vs Siri on the 4s...

Ipad 3 wins! Even with my strong scottish accent.. siri just can't handle that :(

I must be a worse teuchter than you. lol. It makes loads of mistakes so I find I spend more time going back correcting it so would be as well typing in the first place.
 
Dictation is pretty flawless. Yeah it needs a somewhat quiet background obviously but it picks up every word every time.
