I got a new Apple lightening cable from work today, as I usually do every 4 months because the insulation fray's more than any other cable I know of. But this time was different, the cable is a little bit less flexible and insulation is more plasticky than rubbery, did they go back to PVC cables or something like that ?

Yea I noticed the cable that came with my iPhone X seemed heavier too. Cable is stiffer and seems to be thicker too.

I actually went and found a cable with the old 30 pin connector for an old ipod and the cable seems like exactly the same type of plastic insulator (PVC?) instead of the fraying synthetic rubber, maybe we got lucky ?

The material Changed with the iPhone 7. It feels more durable and it's less pliable. I Believe I read an article where it had something to do with Apple changing the materials used on the cables to be more environmental friendly, which again, started with the iPhone 7 with the changes.

it certainly did not change with the iphone 7 here (Denmark) i've been through many cables since then, would be interested in seeing a link to any information about it though.
BTW their "environmentally friendly" initiative started long before iphone7, around 2007 after greenpeace protests and around 2011 they switched to synthetic rubber from PVC cable insulation.

I can tell you the cable definitely changed with the iPhone 7, as I have owned every iPhone prior. That's when I noticed the cable material texture changed (And others who mentioned this through various threads during the launch of the iPhone 7) when I had my iPhone 7 Plus. Which is when I read something about Apple changing the material (Hence thickness and texture was different) to be more environmentally conscious about the material composition used.

Not what I was referring to at all. That's When it may have started, but That doesn't mean Apple can't change the material to be more environmentally conscious at any given point for 'Cable material', which doesn't have to revolve around the environmentally friendly initiative. I think you're conflating An entirely different topic based of what I stated. Regardless, if you want the most accurate answer to your questions, I would suggest contacting Apple directly who will have more specific information.

link?

It reasonable to ask you for a direct source for the same thing listed below?:

it certainly did not change with the iphone 7 .

Furthermore:

You Can ask for any article link you want, but the most direct and accurate answer would be what I already suggested to you in my prior post:
