Did Apple pull proper split window from air 2 and mini 4?

I upgraded to 9.0.2 and neither machine will engage the proper multi window stuff, just the slide in. Not full split screen. Did they pull it for some reason or did my iPads get the wrong update? I can't find a setting for it even

It's there. Then it's not. First I can get the splitter up and drag. Then it won't come. Happens after task switching. Losing the ability to split screen after task switching that is.

I don't have a powerful iPad to run split screen multitasking but I believe it depend on the app you are running. Not every apps are compatible with this feature yet.

I have the IPad Air 2 it works every time I have used it.
