Did Bluetooth get a downgrade after Snow Leopard?

So, we only recently went from 10.6.8 to Mavericks 10.9.5.
It seems like we lost the ability to send files from a Samsung (sch-u365) feature phone to the Mini (Late 2009). We can pair ok and the Mini shows-up in the phones BT setting, but not in the section where we pick a device to send files to.
I know iPhones can't do BT file transfers (crazy IMHO) so did Apple decide to remove support for BT files transfers altogether???
