This has never happened to me before. I travel a lot and wifi isn't always available, so I'll use data to browse websites, YouTube videos, etc.

Last night I was watching a video on YouTube when suddenly it comes to a screetching halt, and I can't get it to load at all. I decided to log into AT&T and my data usage so far for this billing cycle is 5,601MB. Has my data been throttled?

I also did a speed test, I did 0.43 down and 0.49 up with 149 ping on LTE in Seattle, WA on my iPhone 5.

Yeah ATT throttles unlimited users to 5Gb high speed web.
 
Sounds about like what happened to me. They throttled me after 7.5GB this last time though. It's my most usage yet though. Luckily it happened about the 27th of the October, and my billing cycle resets on the 4th of every month.

that's the definition of throttling.
