iOS Did something change with Notification Center in 5.1.1?

We have an iPhone app for a client (I'm not the author of the app) that has started misbehaving in 5.1.1. If the app was already installed prior to upgrading, everything is fine. But if you install it fresh, the app doesn't appear in Notification Center for enabling/disabling Push notifications.

I'm wondering if anybody might have some idea as to why this is happening.
