It doesn't seem so. Its probably just a new production year number. They are calling the 199 price tag on the 8GB touch a 'magic' price. Apple hinted that they are calling it that because its now the cheapest way ever to step into the app store. I, however, speculate that its a 'magic' price because they are making boat loads more off of not upgrading the 8GB in order to make up for not so great profits on the upgraded 32 and 64GB versions. Essentially a careful balance of profit and loss. Also more than likely the real reason the new line of touch's don't have a cameras.
