I'm guessing it is just because no new code has been introduced to Finder since 10.3.2...

Apple has always had different System and Finder version numbers. Try to make it more confusing for people...hehe.

Anyway, at System 7 it was grouped together into "System Software" and that was 7, 7.1, 7.5.5, etc. But the separate version still lurk around...Guess that hasn't changed for OS X.

The Finder is an application, it is not truly an integral part of the operating system. It is possible to replace it through the preferences and you may run another application it its place. Because of this, Finder will have a version number consistent with its own development, as is the case with any other application.

I'm using X.3.3, and my finder just says "10.3", not even the .2....
That suggests that Finder v10.3.1 came out with the release of Mac OS X 10.3.4, and Finder v10.3.2 came out along with Mac OS X 10.3.5. Mine says Finder version 10.3.2 and Mac OS X version 10.3.5.
