I was comparing the XS with the 13 on Apple’s site. It says they both have a 2x optical zoom range; but later on it says the XS is 2x zoom in, and the 13 is 2x zoom out. What exactly does this mean?

If I took two pictures side by side with the phones pointing at the same subject, does it mean that the 1x zoom would look the same on both phones; while the XS can zoom in 2x, and the 13 can zoom out to 0.5x?

Or does it mean that 2x on the XS would look the same as 1x on the 13; and 1x on the XS would look the same as 0.5x on the 13…making it essentially the same between the two?

Hopefully that makes sense. Just wondering what difference I would notice going from the XS to the 13.

This is the correct interpretation.

Both devices have an optical zoom range of 2x. The XS can zoom 2x while the 13 can zoom “negative 2x” (referred to as 0.5x).
 
Both have the standard wide lens with the same zoom factor.

Additionally:
The XS has a tele lens (2x)
The 13 has an ultra wide lens (0,5x)

No, iPhone XS cannot zoom out.
