If I buy this in the Dutch app store, will I get a Dutch version of the OS? I don't want that. I want everything in English with the American region settings (time, date etc). Just making sure, I can't purchase anything from the US store but if all downloads are exactly the same it won't be a problem.

the release is multi language, so you can change it into any language and region you want
