I also had diffferent photos for the lock and home screens. In iOS 16 beta I can't seem to do this. Both home and lock can only have the same background photo. I do not have a choice for home, lock, or both anymore.
Of course, it might be possible and I just don't know how to do it.
Anyone else have this problem?
 
When creating a new wallpaper:

Changing an existing wallpaper:

The only caveat is an Apple wallpaper cannot be used as a home screen

I can’t see how to get to a screen like your first image where the images are different. All I can see is this

Where the image is the same. If I change 1 then both change.

My bad, it should be click on ‘ customize current wallpaper

Currently any change that is made to the homescreen doesn’t reflect in the thumbnail until you leave the wallpaper section and then return
