After updating to Sierra, I've come across with a weird feature/glitch in Safari. Whenever I go into the full screen mode, some of the short cuts simply change and doesn't work as explained under File. For instance, in full screen, pressing CMD+N opens a new tab, instead of new window. But a shortcut for new tab is still listed as CMD+T. In order to actually open a new window under full screen mode, I actually have to press CMD+OPT+N.

First screenshot is taken when Safari is still at window mode, the second is taken when it's in full screen mode.

Is there a way to either disable/fix this issue? I prefer to have consistent shortcuts.
