It’s a long story, but i had to restore my computer from Time Machine after using El Capitan. When I restored it, i tried to reformat the hard drive and ended up having a different hard name and user name than I did before. Is it safe to rename my hard drive and user name on my mac now?

You can safely rename your volume like any other file using Finder.

If you change the user name, I recommend only changing the full name field in advanced options of Users & Groups, unless you are more familiar with the advanced options section. https://support.apple.com/en-us/HT201548
