On ML, The OS would save my wallpapers for each monitor plugged in in each potential configuration. I'm using two monitors, a 1080p and another 1280X1024, as well as a laptop that drives the monitors. Now on Mavericks, when I unplug one monitor and plug the other, the other monitor simply displays the last chosen wallpaper for the previous monitor and scales it accordingly.

Additionally the wallpaper for my laptop also accepts now only one wallpaper universally, whereas before it would allow a different configuration for each monitor/space matching.

This does not result in a desired outcome, IMO. Its almost like the OS cannot differentiate different monitor setups the way it used to (intelligently). I would prefer to have different wallpaper for each space on each setup.

Is this my problem or a change in the OS, similar to the 'upgrade' of the white 3D Dock of Doom?
