Difficulty Opening links in new tab; Safari.

When ever I click on the link and hold my finger so a window pops up to give me an option to open a link in new window, I run in to annoying issue.

When I click and hold, the link would zoom in, then zoom out and nothing happens. I click and hold again, a large window opens up and starts preloading the link, then I lift my finger, scroll down to a smaller window that gives me an option to open a link in new window.

This is an issue on iPhone 6s Plus iOS 10.3.3. I don't have this issue on 2017 iPad iOS 10.3.3. On iPad I get an instant small window with an option to open a link in new tab.

Any help would be appreciated.
