Apps Digial Touch, Drawings and Heartbeats

Are those only available on a contact in the favorites that has an applewatch also?

I figured it would have the options greyed out or something for non apple watch favorites but I cannot seem to find even the options for those three thing.

Yes, it's only via favorites. The exception is if someone sends them to you, then you can reply without adding to your favorites. The good thing is your watch favorites don't have to match your phone favorites.
