M2 MacBook Air 2023, Ventura 13.4.1 - the far right on the menu bar, the Date & Time is dimmed, about 1/2 the brightness of the rest of the Menu Bar.
This does not happen on my iMac 15,1 model from 2014 running the same OS with OCLP 0.6.8n.
Resolved: Compared with an optional User set up, and when switching things on-off in the Control Center, the issue suddenly disappeared! Something is rather buggy here or it was a buggy moment!

I get this now and again. It turns out you can toggle that on and off with option-click on the time. I think it's a bug. But option-click is a quick fix when it happens.

It's OK now, but I will remember that option-click trick!
 
It's not a bug, it dims if a focus mode is enabled and you set it to not show the focus menu item in the toolbar.
