So I want to design a photo insert to put between a clear case and the phone itself, but I want to be able to cut out a circle for an Apple logo as well as the camera hole.

Does anyone here have the skills to make a blank illustrator or PS template to scale for the back of an iPhone with a circle cutout for the Apple/ camera lens?

There are already templates on the internet. Google is your best friend.
