I have noticed that some wallpapers are dimmer on the top of the screen...like certain photos only. the one i am using right now doesnt have it, but i when i try to change it to something else, the top of the screen is dimmer. when i swipe down twice all the way to the top when changing the wallpaper, it gets bright, then when u touch the screen, it gets dimmer again. is anyone else having this issue?

This is new in iOS 7.1. It's for lighter images, so that if you set them as your lock screen, you'll be able to see the time/date (which is why only the top part is dimmed).

It's not implemented very well, and it dims even on the home screen. But anyways, that's the thinking behind it. Hopefully they remove it or at least get it to work better in future updates.
