iPhone Disable picture texting in ios6?

I'm wondering if its possible to disable picture text or picture iMessage it's not in the restrictions. I see the camera can be turned of but that's a bit much. Just don't need a preteen with this option. Haven't decided if she can have an iPhone yet. Thanks
