Disable roaming data BUT enable roaming voice (in the same country)

Hi,
anyone knows if exists a way to leave off the voice in network roaming data but allow the iPhone to connect to other carriers (in the same country) to use voice services ?

My carrier use also voice services with another carrier for free but charges if use data connection on the second carrier.
Disable roaming data unfortunately works only abroad ...
Any hints ?
