Disable Safari 11.1.2 push Notifications

I currently have "Allow websites to ask for permission to send push notifications" UNCHECKED but i still get the prompt.

And it's definitely not a "fake popup' since clicking "allow" does add it to this list.

Is this another high sierra glitch?
