Disable swipe to clear notifications on lockscreen?

Is there no way to do this? I already have everything set to be off on the lockscreen but you can still swipe and clear them, which also gets rid of them from the NC when unlocked.

I hope they add an option to disable this. I have a lockscreen and passcode for a reason.
