Disable TFA by resetting Apple ID

From what I know once two-factor authentication was turned on, and a couple of weeks have passed, there's no way to turn it off.

Is there some way to reset this entirely and start from scratch so that gets the option of turning on TFA again, and chooses to not turn it on?

What happens if I reset the Apple ID and use a different email to make a new ID? Will I get the choice of switching on TFA on the same laptop that I was using earlier?
