Any know how I can disable web site push notifications entirely?

I know I can allow/deny notifications on a per-site basis in Safari preferences.
But is there a way to prevent Safari asking from asking when I visit a new website? For instance, when I delete the setting in Safari Preferences > Notifications for a given website, it asks me again on my next visit to this site.

I don't really want that, as I can see it become quite annoying once this sees more widespread use. I.e., I have to choose between allowing and denying every time I visit a new web site offering these push notifications - otherwise, I can't even scroll the site, let along click any links.

(And I imagine this might only get worse with any unwanted pop-ups)
