Disabled wifi turning itself back on

well this is upsetting behaviour. I'be surpassed my data allowance for home internet, so I turned off wifi on my iPhone to avoid any extra usage till the plan rolls over in 3 days. But twice now I've picked up my phone to discover wifi has turned itself back on!

Not. Cool.
