Disabling of "Recent" section of Apple menu is disabling recent locations in Save As window

I am puzzled with issue that disabling "Recent applications, documents and servers" (from System settings by setting this value to None) is disabling Recent section in Save As dialog windows as well.
At first I suspected that some bug has made recent locations missing in Save As dialog windows but then I discovered this "feature" that ties these two things together.

Is it a recent thing or had this "been introduced" already in Ventura or Sonoma (I was forced to skip these two)? Is there any workaround for this?

P. S. I am sure that this "feature" is not present in Monterey...
