As administrator, how can I disable a specific program (Mail) for people who log on my computer as a casual user?

Well, if you have a standard account, you can use parental controls to restrict the use of that account. If you go to parental controls you can check the box next to Finder.app & System. Within the window that opens when you click the box you can restrict the apps that account can open, including Mail.
 
create a different user account and let your friends log in under that account. that way they wont have access to your email...

or just stay logged in to the other account all day and when you need to check your email do fast user switch and log into your regular account...
