Disappearing scroll bars though set to always display

At work I have a brand-new Airbook. I use it with an external monitor and an external wireless keyboard and wireless mouse.

At home, I have a MacBook Pro (10.7.5).
At both locations I have confirmed in system preferences that the option is selected to show my scroll bars all the time.

But on my Airbook, the vertical scroll bar continually disappears, and I have to continually drag my mouse over to the edge of the browser window and line it up with the edge in order to make the scroll bar reappear so that I can scroll again. Why?
