I am really disappointed with the loss of double tap features to pause and resume Apple fitness workouts. Additionally not having the ability to double tap to dismiss messages and notifications. To me this update just regressed convenient features.
 
Apple need to give us options on how WE want doubletap to work. Everyone has different needs and wants.

Honestly, I really don't know what you're talking about. On my Series 6 with watchOS 10.1 and double tap enabled in Accessibility Settings (it is called "Quick Actions" here), it works just as before. Specifically, I often pause and resume workouts - including Fitness+ workouts - and dismiss messages, cancel alerts and the like with double tap. Did you try to enable the feature via the Accessibility - Quick Actions setting?
 
I don't have a Quick Actions on my S9. Is that on Ultras only?
No, it's not. I've been using it on an ordinary S6 for some time now.
Start the Apple Watch App on your iPhone, go into Settings -> Accessibility and then scroll a little bit down towards the "Motor" Section. I prepared a screenshot for you (see below).

Maybe, as this is promoted as a new feature on S9, while at the same time being accessible as an accessibility feature for some time now on all Models, I could also imagine that this accessibility feature is not available anymore on S9/U2, as it is regarded as being replaced by the new "double tap" feature...
