Could someone tell me is this a hardware or sorftware problem?
My mother has the below machine with a front loading tray CD Rom drive.

Hardware Overview:
Machine Model: iMac
CPU Type: PowerPC 750 (3.0)
Number Of CPUs: 1
CPU Speed: 267 MHz
L2 Cache (per CPU): 512 KB
Memory: 128 MB
Bus Speed: 67 MHz

System Software Overview:
System Version: Mac OS X 10.3 (7B85)
Kernel Version: Darwin 7.0.0

She has an external CD RW drive attached via a USB port but cannot get it to burn, only read. The system profile says

As far as I know, you can't burn CDs (or DVDs) on external drives with the internal burning engine. You need a third party software such as Roxio Toast.

On a side note, why is your Mother still running 10.3? It won't fix her burning problem but it's advisable to upgrade to 10.3.5
