disconnect wifi on iPhone causes iPad to do same

is this a normal thing? While using my iPhone, I connected to a free wifi while I wait for jury duty. I also connected my iPad to the wifi. I decided to disconnect my iPhone from it and did forget wifi to disconnect. This also caused my iPad to lose the wifi too. It did this several times. Is this normal?
(Iphone 7 and iPad Pro 120
 
Generally connected via the same iCloud account. You can try disabling iCloud Keychain to see if that stops that behavior.
