disk burrning is os9

I'm trying to burn a disk in os 9 to work on an os 7 computer, i know os 7 can only read hfs and the os9 disk burn will only burn hfs+, I can not use osx to burn as the disk is an app disk, i have a coppy of toast 4 and that wont see my cd-rw drive i have a code for toast 5 but no disk,

any help here?
