Disk Permission Error

Hello
I have installed OSX 10.9 and i have permission error in applications/utilities
I tried repair permissions but Disk Repairer does nothing
Any ideas?

How are you trying to do it?
What happens when you do it? (exact text of error message?)
What doesn't happen that you expected to happen?

Yes.
Repair Permissions is the being the first thing that everyone does, even though it achieves very little in most cases.

I dont want to do anything just to fix disk permissions after installing OSX 10.9 on MacBook Pro Early 2011.
How can fix disk permission if disk repairer cant do it?

Easily if you do a Disk Verify, then repair from the Recovery Partition.

It's not recommended that you do it via DU whilst booted in the OS itself.

Oh and make sure you're booting from the right recovery partition too
