a friend of mine has a powermac 533 G4, OS 9 will not boot, but OS X will. When running the disk utility verification it reports the "keys are out of order" and disk utility cannot repair the problem.

We then entered single user mode and used fsck -y to try and repair the disk to no avail.
What can we do next to repair the disk?
Are there any shareware type utilities that could work?

Any help is greatly appreciated.

I've never heard of that error. If you can get ahold of the latest version of Norton Utilities, you might give that a shot. NUM has always been able to fix any hard disk problems I encounter.

more on "keys"

The applecare knowledge base say this:
"
Message: Keys Out of Order

Disk First Aid reports "Keys Out of Order".

Meaning

B-tree records or referenced records have become damaged.
"

thats about all i can dig up on "keys"
using fsck yields the same "keys out of order" message
