Disk Utility has been removed, need it back!

Today I went to look for Disk Utility and it is not there under applications/utilties.

I do not use it very often, or have not use it for a long time.
Where can that application go. Anybody knows where I can search for it, or if it has been removed where can I download . I have a Macbook 10.4

Spotlight search "Disk" yields nothing?

Do you have your backup / restore discs that came with your Mac?
