What exactly is it doing? "Being erratic" is too broad. I haven't had issues with Disk Utility at all anytime I have used it.
 
It does not finish with a message saying the disk is ok many times. I have found that opening the utility and letting it sit for a bit helps but going in quickly it does not always complete. This is not going away and never occurred in any prior version before Mavericks. I have heard that it is a known bug.
 
Disk U seems to work exactly the same in 10.92 as it did in 10.9. I just used it to check and format several disks and it's as smooth as silk: no errors or half-baked behavior. Maybe you need to repair permissions?

Who else finds Disk Utility extremely erratic in Mavericks? Why can't they get this fixed?

I can't even open it now, since getting suckered into this Mavericks disaster.

Just get this message...
You can't use this version of the application "Disk Utility" with this version of OS X.

You have "Disk Utility" 10.5.
 
I am running 10.9.2 and Disk Utility is Version 13....

How old is 10.5 ??? and why are you trying to open it ????

No idea.
That's just the message I got the other day when I tried to open it.
Tried again this morning and it opened up fine. Version 13.
