iPad mini Disk write problem with mini retina

I always wondered why it takes long to sync, until today i did benchmark test.
the geekbench3 test is much lower than average test.
and the passmark test on disk write speed is only 29mbs while I saw someone did passmark test on ipad 4 in youtube that the write speed is up to 60mbs.
I wonder if it is hardware fail from factory or software. I also restored once and the problem the same.
