Display brightness hot key not changing brightness (NEW M1 Max)

I've googled and tried everything that google shows as a result of the search.

The F1 and F2 keys will only control the one brightest block in the brightness icon, so it will only take away, or add that one far right block.

It does not reflect in the system pref slider for the display brightness.

The slider for the display brightness works on it's own.

Please help. Gosh ever since any mac after 2014, problems right out the box, regardless how serious...

Have you gone to the displays preference pane, and changed anything there "away from" the default settings?

I noticed that if I do this, in some cases I lose the ability for the keyboard function keys to increase/decrease the brightness of the display (a lock symbol gets displayed there).
